Affinity Publisher is the tool I use to make the maps people have requested. https://affinity.serif.com/en-us/publisher/. Affinity Publisher has no monthly fee unlike Illustrator.

With Affinity Publisher, I can make good use of the background files from Mapstyle.google.com, OpenStreetMap.org, or Studio.Mapbox.com. I can make one large Wall map file, or I can make a multiple batch of territory cards, all of the same size.
